The ongoing conflict between Russia and Ukraine continues to intensify.
In response government agencies are issuing policy changes for the region.
The Bureau of Industry and Security (BIS) and the Office of Foreign Assets Control (OFAC) have announced new export control measures and sanctions against Russia. In a final rule which took effect on February 24, 2022, BIS imposed license requirements with a policy of denial on all ECCNs in categories 3 through 9 of the Commerce Control List (CCL). 58 of these ECCNs were not previously controlled to Russia.
OFAC has added many Russian entities to the Specially Designated Nationals (SDN) List, including many major banking institutions throughout the country. It is recommended that exporters perform heightened due diligence in areas of end use/user checks and denied party screening before completing any transactions.
Additionally, most ocean and air carriers are omitting both Russian and Ukrainian ports of call, and restrictions have been placed on transit through the Black Sea region.
The situation is very volatile, prompting fluid responses from government agencies and carriers alike. Updates can be found on their respective web sites.
